I would only have to think for 5 minutes and would have a list of 50 films in the BEST category. I would not attempt a worst list and reject your selection

I still have a lot of films I haven't seen yet, but of the ones I have seen, here are the ones I think are the best (in no particular order):

Bounty Paper Towels
America Goes Over
Act Your Age
Activity Group Therapy
An American Girl
Boys Beware
Build Your Vocabulary
A Date with Your Family
Dating Dos and Don'ts
Habit Patterns
The Home Economics Story
Shy Guy
What About Prejudice?
Aluminum on the March
America for Me
American Women: Partners in Research
Booked for Safekeeping
A Case of Spring Fever
The Days of Our Years
Hired!
Master Hands
Once Upon a Honeymoon
Out of This World
To New Horizons
Young Man's Fancy
A Is for Atom
The Army Nurse
Combat Fatigue: Insomnia
December 7, 1941
Duck and Cover
All the Way Home
Angry Boy
Ask Me, Don't Tell Me
Valley Town
Coffee House Rendezvous
Columbia Revolt
Gags and Gals

Like Spuzz, I give high ratings to films that are "so bad they're good." So the ones I consider to be *really* bad are generally ones I find boring. At the moment, the most tedious Prelinger film that comes to mind is The Alchemist in Hollywood, though I found Brandon to be pretty soporific as well.

Is it possible to answer this question? It's like asking who's the best/worst band. Well I can't give a worst, but I'll give a tentative best to "Age 13". Considering it was produced by Sid Davis and doesn't leave you laughing... well I'm still impressed by this film after several viewings.

OK, OK.

How about this:

The worst film (IE. Avoid at ALL cost):

Umm... I can't really think of any...

The Best:

Well... There are a billion, I'll leave it to the more experienced usrs.

Right.. Off the top of my head..

BEST:
Once Upon A Honeymoon
Gardening
17 Days!
Anything that involves fridges.

Worst:
Brandon
Panama by Air

Of course, depends on what you mean by "worst".. Like in "So bad it's good" bad or "Ugh, can't believe I watched that all the way through" bad. Like, I enjoyed "Santa" because it was just so cheesily bad..
